Notes for Framing NSF ADVANCE Grant
These notes highlight issues to be integrated into the present proposal,
Draft09. Taken together they are to show an active and forceful
commitment from the NDSU Administration to pursue policies
and agenda fostering institutional transformation that will be sustained
through structural change. Such transformation centers on gender equity
and women leadership in the STEM disciplines. The following points were
recommended for greater emphasis and inclusion in our proposal:
1. Increase recruitment and hiring in STEM disciplines
a. Show percentages of recently hired assistant/associate women
in stem disciplines
b. Report open lines in Science & Math, Pharmacy, Agriculture,
and Engineering.
c. State hiring goal of 25% for open line positions as stated by the
Provost.
d. Report willingness to hire at associate as well as assistant levels
e. Mention the challenges that NDSU confronts (e.g., location)
f. Relate “summer support” and other small grants to start-up
packages supported by EPSCoR for
STEM disciplines–a comprehensive integrated
approach
g. Increase efforts related to spouse hires as faculty or in other
employment
2. Include the Provost and Deans of S&M, Engineering, Agriculture,
and Pharmacy in Climate/Campus transformation educational workshops4.
Budgets/Programs. Rhonda reviewed details of some of the programs for
which she induced in the initial budget. Rhonda and Kathleen reviewed
the proposed budget after the meeting.
a. Organized Gender Workshops by college with the provost and respective
dean involved in the design, planning and implementation.
b. Add Deans to Mentoring Cohort program and offer incentives to
junior male and female faculty (e.g., $200/semester of bookstore certificates
for regular attendance)
3. Deans of Agriculture and Pharmacy should be included as significant
players in the proposal and transformation agenda.
4. Incorporate campus self-study research with survey
and interview data conducted by an outside consultant at the beginning
of the project. This is important to clarify issues that have been understood
as primarily anecdotal (e.g., communication, perceived bias, pervasive
masculine values)
5. Discuss present and future positions of women on significant committees
to show strong support for women’s leadership across campus
a. May wish to include brief discussion of the Provost’s Ad
hoc PT&E committee to show intent to include women’s involvement
on PT&E decisions at highest level.
b. Women included as appointed members on the University Academic
Misconduct and Inquiry Committee
c. A Woman chairs the University Academic Integrity Committee.
d. Women’s roles/positions in the University Senate: Women
Presiding officers (Jacobson, 2000-01; Slobin. 2001-02) plus percentage
of female faculty senators relative to % of female faculty. University
Senate Committees? Also, Burnett 2003-05 was faculty rep on SBHE.
e. CITPGE (Computer Policy and Planning Committee)chaired by Bastow
Schoop 2004-05 ?
6. Provost is currently initiating a review of college and department
PT&E standards to increase the specificity of guidelines with respect
to quantity/quality of research, teaching and service for promotion.
Specified guidelines have been shown to increase fairness.
7. Provost is currently working to instill increased ownership among
department chairs by moving from a chair rotation or election model
to a more permanent head model.
8. Sustainability
a. Provost sees the Center, FORWARD, as an on-going entity after
the grant period with the possibility that the Director could become
an Associate Vice President in the Provost’s Office
b. ADVANCE Professorships could be sustained through present endowment
professorships with are presently being reviewed.
9. Management Plan –strengthen plan by articulating each objective
as it is related to a particular program with attendant responsible
personnel. Map objective on the programs and activities.
